Account recovery advice for homeless dad?

I am trying to help my dad recover his Binance account that according to him holds 1.5 BTC. Long story short my dad had a psychotic breakdown over the last year that forced him into homeless and resulted in him loosing most of his belongings. Including his personal identification (Driver’s licence & passports). Before that he had a binance account that was secured with 3 factors ( cell phone, e-mail, google authentication)

I have his binance pass & e-mail but the cell # is gone and we’d have to pay off his $1k bill first. Not sure if that’s even worth it. Google authentication was on his computer and that’s gone too.

I’ve gotten to the point where you can upload old I.D’s that he signed up with. Drivers and passport but since he doesn’t have those im trying to consult with the consulate to see if they have an old copy of it…

It’s a complicated situation and It seems kind of hopeless.. And no, I’m not trying to hack into someone else’s account.. this is a real situation.
