Can I use a L2 solution to mint an NFT which is advertised on the main net? Google said I could but the developer said not at this time

For context I am interested in buying some Christmas presents and I want to save on fees so the method is 1. atm

1. Take pictures and get a stencil or painting done then make a NFT of the picture of the painting of the picture because it’s about the journey not the destination

I have also found one project that really interested me personally and I asked the developer if I could mint on L2 and the answer I got was ambiguous

So can I can’t I

Are there technical limitations that need to be considered like is there coding that needs to take place to enable Polygon interoperability etc

Or can I just mint to my hearts content on Polygon without the blessing of the developer?
