Does the emphasis on the lightning network mean the future prospects of faster/ cheaper layer 1 Bitcoin payments are all but dead?

Looking to the future it would nice to get a feel of what Bitcoiners feel/ expect the future of layer 1 payments should hold/ be.

1) Is the future a place where layer 1 Bitcoin is fundamentally just a store of value, with the lightning network handing the vast majority of everyday transactions?

2) Is the future a place where Bitcoin development should continue to try and improve layer 1 payment processing so it can better coexist with lightning network?

3) Is the future a place where further development on layer 1 payments shouldn't be a great priority with the focus on making the lightning network even better?

4) Is the future a place where the focus and development of Bitcoin and layer 1 payments becomes so good that the reliance on layer 2 tech like the lightning network is not overly necessary?

5) Something else?

Not sure how well recieved it will be, but as as one of the worlds greatest decentralized projects I think it's important to keep publicly asking ourselves what the future of Bitcoin and it's development should look like/ be.
