I was scammed by a shipping company. Could blockchain technology have prevented this?

Just to preface this, in my family I am the go-to person when it comes to online orders. So about 6 weeks ago I placed an order for a family member from Aliexpress. Turns out that the local shipping company they use is a fraudulent one and they tend to never deliver and keep the packages, pretending there was a delivery attempt, or that the address was wrong. The former is what happened to me. I've been reaching out to them every 2-3 days, and now they've basically ghosted me. Even Aliexpress shut me down after complaining to them. In short, I consider myself scammed (it was a very small order, so don't worry about my finances, I'm just furious about the situation).

This led me to thinking, wasn't there blockchain technology to handle supply chain (including last mile delivery)? What's happened to it, and is it being used at all by companies? It definitely would be nice to have a transparent Proof of Delivery system.

If I'm not mistaken, VeChain was all about product traceability (although not regarding shipping companies, as far as I know). A quick search also yielded this 2018 paper on how to use Ethereum for Proof of Delivery. Another example would be Walmart tracing their food supply chain using the IBM Food Trust.

Despite all these advancements, as a customer and user, I've yet to experience any of these technologies firsthand. I even doubt there are any shipping companies that fully integrate something like this (if there are, let me know!). How cool would it be if your payment was only released until a trustworthy Proof of Delivery had been logged into the system?

My question is: could blockchain technology prevent fraud/scams in this situation, or is this just wishful thinking on my part?
