Is it true hardware wallets are no longer considered cold storage?

After the ledger recover debacle the entire world learned that hardware wallet companies can extract your seed from your device. Whether they will or not is irrellevant, its possible and thats all that matters. Ledger used to say you can plug your hardware device into any computer even if it is compromised and your seed will be safe, but now we know ledger themseves can extract your seed.

This means every time you connect your hardware wallet into your laptop it becomes a hot wallet by definition and any wallet that has ever been a hot wallet even once is permanently a hot wallet.

If we now understand all hardware wallets are effectively hot wallets by definition then what is the best cold storage solution for the average person?
