Is Jake Paul at criminal risk for engaging in crypto pump and dump schemes through social media?

I'm talking about the Youtuber and internet personality. It seems to me that he's been engaging in a pattern of behavior that suggests a concerted attempt to pump and dump certain cryptocurrencies. In social media posts, he acknowledges obtaining a position in these cryptos and then encourages his followers to the same. After pumping it for a while, he moves on to another cryptocurrency (I assume after he's dumped his position from the previous pump).

John McAffee was indicted for the same type thing.
