Is there any way of getting bitcoins completely anonymous?

I live in a country where even youtubers have been harassed by the government for deciding to live abroad. So I fear that if I leave any tracks of being involved with bitcoins or cryptocurrency, they might start a witch hunt at some point and suspect I might have a wallet somewhere with a ton of money they would love to get just for that.

I need to do a payment in bitcoins under 30$ and I had considered using bitcoin ATM; but the fact it asks my phone number worries me a lot since the government might ever decide to check those phone numbers and extort people.

I know people reading this might think I am exaggerating; but my current government crossed many red lines already without consequences by using all sorts of underhanded tricks. Even engaged in completely illegal acts but escaped them by either granting pardon to their friends or assigning corrupt judges to trials that end up missing time windows so the trials end up null.
