Retrieve pending bitcoin transfer

Long story short in 2018 I sent a decent amount of bitcoin in todays standard to a shady liquor store owner. He never received the bitcoin and I never got paid. I forgot about it. I looked into it today and the bitcoin is somehow still pending after 6 years I was using electron wallet 3.3.2 or something like that. Is there a way to either cancel and retrieve the funds or add more to the fee so it can finally be transferred thru? I’m gonna have to go back to that liquor store and see if the same people own it and if that guy has that same wallet available so it’s a long shot but I think it was the owner so maybe it’s possible. Please guys need some help here no one will respond on r/cryptocurrency not one comment…..
