Transaction costs on L2 networks

I'm trying to decide on a platform for building an app that involves microtransactions. There are a lot of L2 solutions out there, but I'm having trouble finding a birds-eye view of what the transaction costs are like on each. I found https://l2fees.info/ which seems to list "cost to transfer eth" - which should be equivalent to transaction fees. At time of writing, this source lists Loopring as the "cheapest" solution at 11 cents per transaction.
Is that site a good source of this information?
Are there any other sites that compare L2 transaction costs? Are there any L2 solutions that offer better than 11 cents per transaction - e.g. sub-cent transactions? Any pointers appreciated.
