What are these huge BTC fees on the mempool explorer?

I've just been waiting for a relatively small transaction to go through, I've paid pretty minimal fees to do it so it's been taking over 24hrs to go through (about 2100 sats total), no big deal as it's not a time sensitive transaction.

I did get curious as to what fees were being paid and came across this in the explorer and I'm a little confused as to what is going on. Has this person paid 1.7m sats to send 0.15 btc here, because that just seems crazy expensive for such a small transaction.

I'd just be happy to know if I'm misreading this or what, but could anyone who is more long in the tooth in these matters actually tell me if this is normal or someone accidentally attaching a 15% fee on their transaction.
