Why is it that I feel there are so few upgrades/developments on the protocol of bitcoin while I can see news of ethereum upgrades every few months?

My Original post got removed. No idea why? lol. Just wanted to learn how the protocol/development works. Here I am posting the same thing. If any kind crypto nerds want to explain, would be thankful.

My main question is how are new upgrade/ new features made available to bitcoin? Is it a democratic voting process if anyone wants to add any new features? Or say I want change the bitcoin code and increase supply to 100million, what process do I have to follow? On the other hand, what process does ethereum follow? To me it feels like a small group of eth developers decides everything on the code/protocol change, is there any community voting process?
