Would an eth L2 be usable as central bank digital currency?

Some time ago I saw that Norvegian Government is doing experimentation on Arbitrum for their cbdc...so, I assume that the reply is "yes". Today I was listening the latest Macrovoice podcast with Jeff Snyder as a guest, and at some point they debated on possible alternative to the dollar, eventually some digital currency that goverments can manipulate (as they're doing with fiat). I was wondering if the future zero knowledge L2 might be usable one day for this scope (or any L3). If yes, I think the use of eth might explode in the future...what do you think guys?
