12 Words Recovery App

I was wondering if I could get someone’s expertise here.

I am posting this on behalf of my father, who bought a very small amount of bitcoin back in 2016ish.

I believe he would’ve used an app to buy this, however he no longer remembers which blooming app he used!

He has 2 sets of 12 recovery words.

Does anyone have any advice on how to track down which app/wallet he would’ve used?

I do not know all the technical terms so please speak in human terms ????

I tried to follow a tutorial on recovering with Electrum, however, once I entered the words it showed empty wallets and that was not the case. (it certainly wasn’t a lot of money but it was definitely not none)

Any advice would be greatly appreciated!

EDIT: I am getting comments about derivation paths- but I don’t quite understand what that is or how to implement it? If anyone could help that would be great!
