The Blockchain Technology Laboratory of the University of Edinburgh has come up with a open sourced framework of how to measure blockchains in a proper way. There are 8 dimensions of blockchain systems that contribute to decentralization.
What requirements are used to measure these different dimensions are documented in the Github repo. As for now the following chains are supported: Bitcoin, Bitcoin Cash, Tezos, Cardano, Ethereum, Litecoin and Zcash, more to come.
