Electronic bank wire never went through.

When I first opened an account with binance I tried to do an electronic wire transfer since getting instant bank transfer was taking weeks to authorize.

I ended up cancelling it and it never went through but it's still showing in my binance fiat balances as a positive USD balance. It's been nearly a year now and I've been purposely not spending this amount. I have contacted binance three times about it with no reply. Is it safe to spend it?
