Post Accumulation of Halve Period,should I buy now

In short I am a beginner i bought like $200-300 worth of btc and some etf some days ago seeing that halving is being done,i did read some technical stuff over this halving post period and they suggest waiting till post oct period and then buy because the dip will come

I wanna buy like $1000 btc for sure,so I don't know when should I start doing it
